The issue of mirror measures was brought on the table by the European Parliament as part of the discussions on the revision of the Common Agricultural Policy, before being taken up by the French Presidency of the EU in the first half of 2022. In a report published in June 2022, the European Commission, in turn, opened the door to the implementation of mirror measures in the agricultural sector. Applied to pesticides, the first mirror measure for environmental reasons was adopted in 2023 to ban imports of foodstuffs containing residues of two neonicotinoids prohibited for use in the European Union.
